Facebook formally announced Libra on June 18, 2019, a permissioned blockchain stablecoin meant to move money as easily as messages, backed by a basket of currencies and Treasury securities and governed by an association of payments, technology, and telecommunications companies. The project had quietly incubated for two years: Morgan Beller began working on blockchain at Facebook alone in 2017, and David Marcus moved from running Messenger to lead a dedicated division in May 2018, by which point more than fifty engineers were building it. Founding backers including Visa, Mastercard, PayPal, and Uber were each expected to contribute ten million dollars to fund the launch, planned for 2020. Within weeks of the unveiling, governments on both sides of the Atlantic attacked the plan as a threat to monetary sovereignty and financial stability, and Facebook pledged the currency would not launch anywhere without United States regulatory approval.

Libra's coalition collapsed under regulatory fire. PayPal exited the association on October 4, 2019, and eBay, Mastercard, Stripe, Visa, Mercado Pago, and Booking Holdings followed within ten days. The project rebranded as Diem in December 2020, slimmed from a multi-currency basket to a dollar-backed stablecoin, with twenty-seven member companies remaining. It never launched. In January 2022 the Diem Association wound down and sold its assets to Silvergate Capital for a reported two hundred million dollars, after the Federal Reserve and the Treasury declined to support a token issued by, or even adjacent to, Facebook. Silvergate wrote off its entire Diem investment in early 2023, months before the bank itself failed. The episode stands as the firmest boundary Zuckerberg's ambition encountered: two billion users could not purchase the consent of the dollar's guardians. Only rudimentary experimental code was ever released; the currency never processed a live transaction at scale.

The 2023 recovery fused cost discipline with an AI narrative. Meta launched Threads, its Twitter competitor, on July 6, and released Llama 2 for commercial use the same month through partnerships with major cloud providers including Microsoft, the first product of a generative AI group formed that February. Zuckerberg told investors in October that artificial intelligence would be the company's biggest investment area in 2024. The market ratified the pivot: Meta's shares finished 2023 up one hundred fifty percent, among the best performances in technology, and reached an all-time high in January 2024, bringing the company within reach of a trillion-dollar market capitalization. Zuckerberg opened his July 23, 2024 open-source manifesto with a computing-history analogy. The major technology companies of an earlier era each invested heavily in closed versions of Unix, and it was hard to imagine any other approach producing such advanced software, yet open-source Linux eventually prevailed because it let developers modify code freely and cost less, and over time it became more advanced, more secure, and more broadly supported than any closed alternative. Linux is now the foundation of cloud computing and the operating systems running most mobile devices. Zuckerberg argued artificial intelligence is on the same trajectory: the previous year's Llama 2 was comparable only to an older generation of frontier models, while Llama 3 was competitive with the most advanced systems and leading in some areas, and he expected future Llama models to become the industry's most advanced within a year.

Open Source AI is the Path Forward

The concrete announcement was Llama 3.1 405B, which Zuckerberg presented as the first frontier-level open source AI model, released alongside improved seventy-billion and eight-billion parameter versions. Openness, he argued, would make the largest model the best choice for fine-tuning and distilling smaller ones, with significantly better cost performance than closed equivalents. Meta paired the release with an ecosystem strategy: Amazon, Databricks, and NVIDIA launched service suites for developers customizing models; Groq built low-latency, low-cost inference serving; the models landed on all major clouds including AWS, Azure, Google, and Oracle; and Scale AI, Dell, and Deloitte positioned to help enterprises train custom models on their own data. The goal was explicit: make Llama the industry standard, the way Linux became the standard foundation nobody had to negotiate permission to build upon. He set the destination in one line: starting the following year, he expected future Llama models to be the most advanced in the industry.

Zuckerberg closed the argument at the level of society. Open source, he wrote, is necessary for a positive artificial intelligence future, because AI has more potential than any modern technology to raise productivity, creativity, and quality of life and to accelerate medical and scientific research. Openness, he argued, widens access to the technology's benefits around the world, keeps power from pooling inside a handful of corporations, and lets the technology spread across society more evenly and more safely. Against the running debate about the dangers of releasing model weights, he took the position that open source AI will be safer than the closed alternative, because transparency invites scrutiny and broad access prevents any single actor from governing the technology's capabilities. The bet, as with Linux, was that the ecosystem around the standard ends up mattering more than any one model.

At the Connect conference on October 28, 2021, Zuckerberg introduced Meta, a new company brand uniting Facebook's apps and technologies under a name built for the metaverse. The announcement described the metaverse as today's online social life stretched into three dimensions or projected onto the physical world, letting people share immersive experiences together even when apart and do things together impossible in physical space. Zuckerberg framed it as the next evolution in a long line of social technologies and a new chapter for the company, elaborated in a founder's letter. The event also shipped near-term commitments: the Presence Platform enabling mixed reality on Quest 2, and a one hundred fifty million dollar program to train the coming generation of immersive-content creators. The company's definition of itself had moved from connecting people through a social network to building the next computing platform.
