Nandan Nilekani on Policy Betting

Nilekani argued that lack of basic identity — birth certificate, licence, any proof — had historically oppressed ordinary Indians: they could not board buses or trains, could not satisfy a policeman, could not open a bank account. DPI was framed as a structural fix to that everyday exclusion, not as a tech showcase.

In July 2009 Nilekani left Infosys to chair the Unique Identification Authority of India at cabinet-minister rank, accepting the invitation of then-Prime Minister Manmohan Singh. The move swapped a corporate CEO career for a state-building assignment to roll out biometric identity for every Indian resident — what observers called the biggest social project on the planet.

Under Nilekani, UIDAI built Aadhaar, a biometric ID system with demographic and address data. By April 2017 about 1.14 billion Indian residents had been issued a number; World Bank chief economist Paul Romer called it the most sophisticated ID programme in the world in 2016, though privacy and data-protection critics have dogged the project throughout.

In March 2014 Nilekani joined the Indian National Congress and contested Bangalore South in the Lok Sabha election, losing to BJP incumbent Ananth Kumar by roughly 228,575 votes. His affidavit declared assets of about Rs 7,710 crore, making him the richest candidate in that election cycle.

As co-chair of the G20 taskforce on Digital Public Infrastructure, Nilekani is pushing the DPI concept globally. Estonia and Nigeria have already adopted real-time payment systems and digital IDs on the model; he hopes to build a global coalition around the idea to help countries leapfrog development trajectories in a resource-scarce world.

In mid-2026 the Government of India constituted a high-powered task force headed by Nilekani to recommend making the country's examination system leak-proof and technology-driven — extending his DPI playbook into education assessment, another large-scale public-sector reform brief handed to him directly by Prime Minister Modi.

In January 2023, Nilekani was appointed co-chair of the G20 Task Force on Digital Public Infrastructure for Economic Transformation, Financial Inclusion and Development — putting him at the centre of India's G20 presidency push to export the Aadhaar-UPI stack as a global template for developing economies.

His TED talk, which has accumulated over a million plays, laid out four brands of ideas that he argued would decide India's trajectory. The four-fold framework foreshadows his later thinking on DPI: ideas evolve into ideology, then policy, then action — a sequencing that explains his later insistence on building the right identity infrastructure before designing welfare programmes.

The talk was presented at an official TED conference in February 2009, just months before his July 2009 move to chair UIDAI. The timing was deliberate: it allowed him to publicly articulate his framework for India before taking on the operational brief to build Aadhaar, effectively turning the talk into a job-spec preview.

The choice to publish his TED talk before leaving Infosys, rather than after, gave Nilekani a public intellectual platform from which to launch his government role — a useful signal to bureaucrats, foreign governments and global philanthropies that his Aadhaar brief was backed by serious prior thinking, not improvised on appointment.
