He frames adoption as driven by utility at the bottom of the pyramid, not by coercion as critics allege.

Rural farmers can now use Aadhaar and the broader DPI stack to access loans, then accept payment via UPI — an end-to-end economic flow built on top of identity plus payments plus credential storage, what Nilekani describes as paths for growth that did not exist before DPI.
